Try and restart your device in safe mode and see if you are able to open the Settings application when downloaded applications aren't loaded.

If you are able to open up the application while the device is rebooted in safe mode, go to Settings > Apps > tap the three dots in the top right corner > Show system. Scroll down and find "Settings" > tap on it and choose "Storage" > Clear data > OK and restart your device.

Try opening the Settings application in the normal mode now again.
