is this Xperia Ultra t2 dual BLE? BLuetooth low energy? I mean is it included or should I update something?

Yes, the Xperia T2 Ultra Dual supports BLE. You do not have to install any app to enable this.

Yes, both T2 Ultra and T2 Ultra Dual supports BLE.
