i forgot what i did in mobile. now description is giving on every touch, i cant take phone or dng any other activities

Not sure what you mean by smart descriptions but I'd hazard a guess you have enabled Talkback via Settings then Accessibility

some how i turn on the accessibility- talk back settings. now i cnt tirn off it because i cant swipe or drag on the screen and the menu.

Settings- Personal-Accesibility- Talk back - Turn off

Is it the way?

but i could not take options in the opyions in PERSONAL.
