T2 Ultra not booting after installing Lollipop.

My T2 Ultra Dual was the finest phone I've seen until I received a message to update to Lollipop.
I did, and now it is not even booting.
I tried hard resetting but nothing happens.
Does anyone know how to format it ?

Connect the phone to a wall charger > press and hold power & volume up for 10 seconds > let it charge for 2 to 3 hours > then repair it with PCC

Ok, I did.

This is what I have

Right now the phone's state keeps changing from this screen to off state. Seems like the phone is booting indefinately.

Should I wait 3 hours?
What happens then?

Press and hold power & volume up for few seconds, does it turn off? if its off then start the update process.

Yes it turns off.

But when I press On to start the phone it goes to this screen.

Right now, it is charging...

But I think it will not work.

And I can't get it done in a authorized assistance, because here in Brazil they will freaking steal my private data. You don't know how crazy it is here in Brazil.

The sh*t is that not even PCC is recognizing the phone.

turn off the phone > charge it > run PCC > run all the steps to repair the phone > the phone should remain off > once you are asked to connect the phone do so, again, the phone must be off.

I did everything, but when I'm asked to connect the phone, I did, but PCC does not recognizes my phone.
