This can be when it is unlocking, loading an app, exiting an app, or whenever. I think it is most common when I am waking it from sleep, the screen turns on but that's about it. Nothing works, on the screen when i touch it or holding down hardware buttons. If I am using the phone, sometimes the taskbar disappears completely.
