I allowed Google Play to update over mobile data, where can I check if it is allowed to download over mobile data? (Google play version 5.1.11)

My mistake, it is update over mobile only.
When I had this problem last it was with HTC and gave an error code. Is it giving you an error code?

Background data is allowed: ( when I try to download something, it says downloading, but does not starts ( even when the data is really small( 240 kb))

Redownload your mobile data settings and turn phone off and on, then check again.

You may need to clear cache and data for Google play via Settings then Apps then All - then look for the app and open then select to clear those aforementioned listings then reboot and test - you may need to sign back in but no data will be lost

It is not working on Safe Mod either, I allready clear cache and data for Google play few times and I erase ghe updates for Google play as well and still no changes (and update later)

That's quite odd, what if you remove the google account

settings > accounts > google

restart your phone

add the account once again

if that doesn't work then repair your phone with PCC

I'd be inclined to agree with uliwooly.
The HTC that I had do it, would only sort out with firmware reinstall aka for Sony, pc companion repair.

After speaking with support Center, I reset all app preferences (settings/apps/reset app preferences) and restarted the device. It started to download! Problem solved so far...
