Well it make sense as its up to the user to use only GPS or use networks/WiFi to find the device, just set it as high accuracy, the same goes for Android Device Manager (Google/Android)

Regarding https://myxperia.sonymobile.com

At this site I can locate my phone. But not with accuracy if "Locate" in the phone's settings is off. It would be helpful if I could turn on Locate remotely the same as I can switch on a "sound alert" or " erase data"

I've since found the answer. It apparently has nothing to do with Sony and all to do with Android.

Kit Kat (don't know about Lollipop) changed from GPS setting to Location setting and placed security measures on this setting whereas developers, app writers, manufacturers etc.could not write software that would allow you to remotely turn Location on or off. Personally I would like to hear their security argument as I prefer to leave Location off just to preserve battery. But thats kinda lame if you lose to your phone to let's say a thief who you would like to track with accuracy.

I found the info by becoming familiar with a great app called AndroidLost. It has many remote functions but the authour states Google says no messing with the Location switch.
