Does anyone know why the android tv platform doesn't support the use of webcams?

Im assuming this is because there are also no apps available either. Although the two probably go hand-in-hand anyhow.
Well there is Tellybean which looks good but the option for webcam is greyed out on Android TV's. Just don't understand the decision
