Formatting your phone should not change the availability of updates, and also will not downgrade the phone to a lower version. Check your current version from Settings -> About phone.
Nothing appears after update centre refresh. Even in the Sony website. After entering my EMEI number, It doesn't show that it is an invalid EMEI but it says it is currently unavailable all the time
