If i understand you right you can't get (or send it) from bank (or to bank), i'm right? Can you get (or send) it to (or from) others senders? If yes, i advise you to talk first with yours GSM operator, coz for first it yours operator responsible, also with yours sim card try in other smartphone to check if is problem. In yours smartphone add other sim card and like this check is problem with other sim card. Do these test first
