Can't send Picture Messages

I'm on T-Mobile (UK) and can't send picture messages. I've gon through all the help on the t-mobile site but nothing has worked. Does anyone know how to fix this problem?

delete them all, uninstall mcafee, taskillers, other antivirus and battery apps and add those 2 APN bellow

What is mms and how to set it up.  When I send picture it is on qued sending.
