That sounds very strange and I have never heard of an operator that charges extra for this. Is it when you call from a hidden number or when you receive calls from a hidden number?

The only behaviour you that you can change in the device is that your own number should not be hidden when you make outgoing calls and you can find this setting if you open up the Phone application > tap the three dots in the top right corner > Settings > Calls > Additional settings > Caller ID > choose "Network default" or "Show number". Network default will use what the operator has set, and should always be set to show the number as default, but it can be different between operators of course.
