Messaging Notification keeps defaulting to General Settings

My notification in general settings is set to 'none'.  I have the notification sounds selected individually within my apps.

However, on messaging, which I use for general texts, it just wont accept the sound file in the list that I like to use and keeps reverting back to 'none' from the general settings.   Ive checked the filepaths, would have assumed if the file was in the wrong place, it just wouldnt pick it up.  The default files on the phone seem to work but nothing esle that I have imported.   It was working fine, but had this issue since the marshmallow update (from which I had to do a factory reset)

Are the music files stored on the internal storage or SD card?

on the SD card, but I tried adding that sound file to 'notifications' on the internal storage too but still didn't work

Does your phone has a taskiller, clean master, antivirus app, cache app?

I was just going to search for this as I'm having the exact issue but I use hangouts instead. If you select the file of your sound, it will list it but play the hangouts sound, so I changed the default notification sound in settings to the sound file, then told hangouts to use my system default sound, it says none when your go back to check.

I originally thought it was an upgrade issue, so factory wiped and still the same issue.

yes I tried that too but I want the default to be none, otherwise its going off with every email and app update which is annoying as I keep thinking Im getting messages when Im not

I have resolved it for me but I'm not sure if it will for you, but it's worth a shot.

I went to the apps section under settings and checked permissions on all apps that could relate to the issue, and anything that didn't have all permissions applied that I believe should have (even stuff like Google Play Services) I changed. Now I can set my sounds fine in hangouts so it could be a permissions related issue.
