When the device comes in contact with water,the touchscreen will misbehave.It is normal,that is why you have touch block app for taking pictures under water.
You could also check to see if you have Glove Mode activated......
Indeed the phone its waterproof but that doesn't mean that the touchscreen will work underwater or if it has water drops on it, there's nothing wrong with your phone.

if the screen its wet it will work but if it has drops all over it will misbehave.
Do you have a screen protector applied? If not,the screen might be very sensitive. Never had problems while raining with Z1.
