The last message i recevied on the phone prior switching off was that the android OS had been affected by a Virus. I am not able to put it on. I have even tried a hard reset without success.

Remove the battery on your device so the phone powers OFF completely and then insert it again. Connect your phone to a power source and do not power it ON. Let the phone charge for about 1-2 hours to see if it will power ON afterwards.
If the problem persist, a repair via SUS would be recommended:

Do you get any reaction when you try to power ON your device? And how have you tried with a hard reset?

Thank you very much Hampus. I guess you mean software update tool as the link shows?. When I connect the phone to a PC it does not even recognize the USB. Currently I am plug in it for an hour but I feel it will not work. Is there any ohter way for a hard reset. Thanks again
Since you cannot power on your device there are no other ways to reset the phone than a repair. The link I gave you is to Update Service, follow the instructions that appear in the program to see if you can make a software repair. Note that the phone should not be powered ON while performing this repair.
But if you are unable to perform this repair you should contact your local support team to get information about service location and/or how you should proceed in this case:

I have very similar problem
After almost two years having this phone working properly, I decided to move to clean version of ICS (without any local carrier garbage). I used official update guide with flash tool and rooted my phone. No boot unlocking performed. Everything was working properly for about month or two, but after that some lags with screen started.
Many times the phone’s display remains off after unlocking. I feel that phone is working, there is vibrating while unlocking and sounds of clicks and there is light under navigating buttons. So I’m locking phone again with power button and try to unlock again. That might succeed after one or two attempts like this, and might take longer. After the display turns on successfully, phone is acting as usual.
I tried “Update Service” but it tells me that I have latest software. Flashing back to GB or reflash it again to ICS does not help.
For now I’m leaving phones display active while charging and that helps me to have it available.
I doubt that it is worth to give to service repairs because it will cost too much. My question: is it a LCD that makes the problem? I’m thinking just by a new LCD and replace it, will it help?
Any help will be appritiated
Neo v is not listed in the SUS option.. is there any equivalent,,..? pls help
