settings > data usage > play store > is restrict barckground data on?
Does it work when you boot on safe mode?

You may need to clear cache and data for Google play via Settings then Apps then All - then look for the app and open then select to clear those aforementioned listings then reboot and test - you may need to sign back in but no data will be lost
