I suggest that you try disabling the application and then enabling.
Menu > Settings > Apps > All > Messaging Disable
To enable
Menu > Settings > Apps > All > Disabled > Messaging > Enable.

Are you using a third party app?
Safe mode excludes 3rd party apps by definition. Try settings-apps-all-messages,force stop and clear data.Restart your device.
So you get a message every time you turn on the phone?
