Why Xperia Z and Z1 are different in Japan?

I just found out that japanese version of Xperia Z and Z1 have infrared, so my question is why people in Europe and other countries can t have this version of phone? For me it is like discrimination, and SONY as a big company must have same standards for all!Is it possible to get that version of phones here in Europe?

That is VERY Unfair....Live in Sweden and i got the Z1 c6903 Version....So very unfair....And not even a headset came with the phone! Rather strange thinking that this is a high end device....A bit cheap behaviour from Sony....:-)
