If you have a memorycard in the phone, try removing that and restart the phone. Also make sure that you test this with a picture taken with the phones camera. If that doesn't help i recommend that you try making a repair of the phones software using PC Companion: http://www.sonymobile.com/global-en/tools/pc-companion/
Start PC Companion without connecting the phone and go to Support zone -> Software update -> repair and follow the instructions but please note that this will reset your phone.

and about lockscreen wallpaper not sure but I am able to change it from album from setting option

As suyogpatil says, when you go to Settings -> Display -> Lock screen the phone should ask you if you want "Album" or "Xperia wallpapers". If you don't get this option, see what app that opens when you select Settings -> Display -> Lock screen and then go to Settings -> Apps -> [that app] -> Clear defaults.
You can still block numbers from calling you. Add the number to a contact and then edit that contact. At the bottom you'll have an option to always direct that contact to voicemail. You can also download a call blocker app from Google Play.
Does this happen also when you select a picture you've taken using the phones camera?
